OPERATION RIVER OF GRACE

RLM TV SPECIAL FORCES INTELLIGENCE BRIEFING 1

Pairs with Chapter I — The Throne of All Grace

CLASSIFIED KINGDOM INTELLIGENCE

Every civilization begins with a government.

Every government begins with a throne.

Every throne produces a culture.

Every culture creates a world.

Therefore, before we can understand grace…

before we can understand redemption…

before we can understand Christ…

before we can understand the cross…

we must travel farther back than Genesis.

Farther back than Eden.

Farther back than angels.

Farther back than Lucifer.

Farther back than Adam.

Farther back than the first spoken word of creation itself.

For before there was anything created…

there was the Throne.

Not a chair.

Not a seat of temporary authority.

Not a symbol later invented by men to explain power.

The Throne is the eternal, self-existent reality from which all other realities proceed. It is the uncreated Source. The original Government. The Fountainhead that never began and can never end.

This is the first intelligence the Overcomer must receive if he is to live from the River rather than from the desert of human striving.

BEFORE THERE WAS A PROBLEM… THERE WAS GRACE

Most believers unconsciously think of grace as God’s emergency response to Adam’s failure.

Sin entered… so God invented grace.

Death came… so God created mercy.

Man fell… so God changed His plans and scrambled to devise a solution.

Nothing could be further from reality.

Grace did not begin at Calvary.

Grace was not invented in Bethlehem.

Grace was not God’s contingency plan after Eden.

Grace is eternal because the One who sits upon the Throne is eternal.

Before sin existed… there was Grace.

Before death existed… there was Life.

Before darkness existed… there was Light.

Before accusation existed… there was Communion.

Before the first lie was spoken in the garden… there was the undivided fellowship of the Triune God.

Everything that would later appear in redemption already existed eternally within God Himself.

The gospel is not God becoming something He never was.

The gospel is God revealing what He has always been.

In the deepest register of revelation—the Sod ha-Sod, the secret of secrets—the Throne is not a static chair of judicial authority that later decided to be gracious. The Throne is the eternal wellspring. The Lamb who would one day be slain was already the Lamb in the heart of God before the foundation of the world. The River that would one day flow through the middle of the street of the New Jerusalem was already flowing in the mutual delight of Father, Son, and Spirit.

Creation did not invent the need for grace.

Creation merely became the stage upon which the eternal Grace of the Throne would be publicly displayed.

THE FIRST THING THE PROPHETS SAW

It is astonishing to observe the prophets.

Isaiah.

Ezekiel.

Daniel.

John.

Each was granted extraordinary visions.

Each saw different ages.

Different kingdoms.

Different judgments.

Different mysteries.

Yet every one of them begins at exactly the same place.

Not with mankind.

Not with devils.

Not with history.

Not with prophecy.

Not with the problem.

They first saw… the Throne.

Isaiah saw the Lord high and lifted up, and the train of His robe filled the temple. The seraphim cried “Holy, Holy, Holy,” not because they were introducing a new concept, but because they were announcing the eternal atmosphere of the government that had always been.

Ezekiel beheld the likeness of a throne above the living creatures, and upon the throne the appearance of a Man of fire and brightness. The wheels within wheels, the faces, the Spirit moving in perfect unity—all of it radiated from the One seated there.

Daniel watched as thrones were set in place and the Ancient of Days took His seat. His clothing was white as snow. His throne was flaming with fire. A river of fire flowed out from before Him. Judgment was given… yet the judgment itself proceeded from the seated King.

John, caught up in the Spirit on the Lord’s Day, immediately declared:

“At once I came under the Holy Spirit’s power, and behold, a throne stood in heaven, with One seated on the throne!”

— Revelation 4:2, AMPC

Notice the order.

Not “behold, a problem.”

Not “behold, a crisis.”

Not “behold, the need for a Savior.”

Behold… a throne.

The Kingdom never begins with earth.

It always begins with Heaven.

Because Heaven is not responding to history.

History is responding to Heaven.

The prophets were not shown the Throne so they could admire celestial furniture. They were shown the Throne so they would understand that every movement of redemption, every act of judgment, every release of life, every invitation to drink, flows from a government that existed before any of those things were necessary.

THE THRONE IS THE SOURCE

Most people imagine the Throne as a chair.

Scripture presents something far greater.

The Throne is Heaven’s source code.

The Throne is the origin of reality.

Everything proceeds from it:

Authority.

Life.

Light.

Wisdom.

Creation.

Love.

Government.

Glory.

And finally… the River.

Revelation does not say the River creates the Throne.

The River flows from the Throne.

The government comes first.

The life proceeds afterward.

Everything begins where everything flows.

In the Peshat, the Throne is the seat of absolute sovereignty.

In the Remez, it is the axis around which all creation turns.

In the Derash, it is the place from which righteous judgment and merciful provision flow.

But in the Sod, and deeper still in the Sod ha-Sod, the Throne is the eternal fountainhead of the River itself. The Throne is not a static chair of power. It is the living wellspring of divine life. The One who sits upon it is not merely a remote Monarch. He is the permanently opened Source from which the Water of Life forever proceeds.

This is why the government of Heaven can never be exhausted. Earthly thrones ration power. They conserve limited resources. They rule by scarcity and threat.

The Throne of God rules by infinite abundance.

Its decrees are not merely commands.

They are communications of life.

BEFORE THERE WAS LAW… THERE WAS GOVERNMENT

This is one of the greatest revelations hidden throughout Scripture.

People often imagine that law came first.

No.

Government came first.

Before there were commandments… there was a King.

Before there were decrees… there was communion.

Before there were tablets of stone… there was the living presence of God.

Government is always personal before it ever becomes written.

The Kingdom was never built upon legislation.

It has always been built upon relationship with the King.

Adam did not receive a list of rules in the Garden.

He received a Person.

He walked with God in the cool of the day.

He lived from the River that flowed out of Eden.

He ate from the Tree of Life that testified to the One who alone possesses life in Himself.

Law became necessary only after the interruption of that communion.

The Law was never the original design.

It was the diagnostic mirror held up to a humanity that had already chosen independence.

The Throne was original.

The River was original.

Communion was original.

Everything else is recovery.

THE THRONE NEVER CHANGED

Adam fell.

The Throne remained.

Lucifer rebelled.

The Throne remained.

The Flood came.

The Throne remained.

Empires rose and empires collapsed.

The Throne remained.

Sin increased.

The Throne remained.

Death spread.

The Throne remained.

The cross was raised.

The Throne remained.

Christ ascended.

The Throne remained.

History changes.

The Throne never does.

The Kingdom has never experienced instability.

Only earth has.

This is the intelligence that stabilizes the Overcomer.

When the earth shakes, when institutions collapse, when personal deserts appear, the Special Forces operative does not look first at the shaking. He looks at the Throne that never moved.

The River continues to flow because the Source has never been threatened.

CALVARY DID NOT CREATE GRACE

Calvary revealed Grace.

The cross did not persuade the Father to become gracious.

The cross revealed the eternal gracious heart of the Father.

Jesus said,

“He who has seen Me has seen the Father.”

The Lamb did not convince God to love humanity.

The Lamb revealed the love that had always existed before the foundation of the world.

The cross is eternity stepping into time.

The Throne opening itself to creation.

The eternal River becoming visible in blood and water flowing from the opened side.

In the Sod ha-Sod, the wounds of the Lamb are not temporary scars that will one day be erased. They are the permanent openings through which the River continues to flow. The marks of redemption remain visible in the One who reigns precisely so that every thirsty soul can see that the government of Heaven is forever marked by self-giving love.

The throne is therefore never separated from the cross.

The cross reveals the character of the King.

The throne reveals the victory of the King.

The Lamb reigns forever—not in spite of the cross, but because of it, and through it.

THE GOVERNMENT OF GRACE

Hebrews gives Heaven’s government an astonishing title.

Not the Throne of Judgment.

Not the Throne of Terror.

Not the Throne of Distance.

Not the Throne of Impossible Holiness.

The Holy Spirit deliberately names it…

the Throne of Grace.

That changes everything.

The highest government in existence is administered through grace.

The greatest authority in existence flows through generosity.

The greatest King in existence rules through self-giving love.

The highest law of Heaven is not fear.

It is grace.

This does not diminish His holiness.

It reveals how His holiness has been made accessible through Jesus Christ, our great High Priest who has passed through the heavens.

Grace is not an accessory bolted onto the side of the Kingdom.

Grace is the very atmosphere of Christ’s royal administration toward His redeemed people.

The decrees that issue from this throne are not merely commands.

They are communications of life.

Under the old administration the throne was approached with trembling, with blood of bulls and goats, with the constant reminder that the way into the Holiest was not yet opened. Under the new administration the same throne is approached with boldness because the Lamb who sits upon it has already absorbed every claim of justice against us.

The throne has not changed its nature.

The Mediator has opened the way so that the nature of the throne—grace—can now be freely received.

SPECIAL FORCES INTELLIGENCE

Religion usually begins with earth trying to climb into Heaven.

The Eternal Gospel begins with Heaven continually flowing into earth.

Religion says:

“How do I reach God?”

Grace says:

“God has already reached you.”

Religion begins with ladders.

Grace begins with a Throne.

Religion begins with effort.

Grace begins with communion.

Religion begins with man.

The Kingdom begins with God.

The Overcomer does not strive to generate life.

He positions himself under the continuous outflow of the Throne.

He does not try to improve the old man.

He drinks until the River displaces the serpent nature that once ruled the channel.

He does not negotiate with death.

He lives from the government that has already swallowed death in the Person of the Lamb.

OPERATIONAL CONCLUSION

The first intelligence every Overcomer must receive is this:

The River existed before the desert.

Life existed before death.

Grace existed before sin.

The Throne existed before history.

And because the Throne came first…

Grace will have the final word.

The Kingdom does not end where sin began.

It ends where everything began:

At the Throne.

Where the Lamb reigns.

Where the River never ceases.

Where grace has always flowed.

And where death has never possessed authority.

Everything begins where everything flows.

Drink.
